The use of Open Data for strategic planning of machine-building enterprises in the context of innovative and sustainable development

The relevance was determined by the increasing importance of the machine-building industry in promoting innovative development, strengthening national economic competitiveness, and supporting integration into global value chains. Under conditions of digital transformation and the transition toward sustainable development during 2020-2025, the use of openly accessible data emerged as an important instrument for improving the effectiveness of strategic planning at industrial enterprises. The aim was to investigate the potential of openly accessible data for increasing the effectiveness of strategic planning in machine-building enterprises under conditions of innovation and sustainable development. The study was based on statistical and analytical data from the State Statistics Service of Ukraine, Eurostat, the World Bank, the OECD, UN Comtrade, and WIOD. The methodological framework included general scientific and specialised methods, namely analysis and synthesis, comparative and statistical analysis, systemic and structural-logical approaches, economic and analytical methods, as well as strategic assessment instruments for evaluating political, economic, social, technological, strengths, weaknesses, opportunities, and threats factors. The results demonstrated that the use of openly accessible data significantly improved the informational support of strategic decision-making and contributed to greater adaptability of enterprises to changing market conditions. An algorithm for strategic planning of machine-building enterprises based on data integration and analytical processing was developed and substantiated. A strategic development map for the industry was designed, reflecting interconnections among financial, production, innovation, customeroriented, and environmental priorities. The study also assessed the development indicators and structural characteristics of Ukraine’s machine-building industry in 2020-2025 and identified its development prospects in the context of European integration and digital modernisation. In addition, the findings confirmed that integrating external data resources into enterprise management strengthened forecasting capabilities, supported evidence-based planning, and increased longterm sustainability and competitiveness. The practical significance of the study consisted in providing methodological and analytical support for managers and policymakers to improve strategic decision-making and enhance the resilience and innovative capacity of machine-building enterprises
