NCTS як імплементація європейської діджитал-практики спільного транзиту в Україні

У публікації представлено науково-методичні підходи до аналізу NCTS як європейської діджитал-практики спільного транзиту в Україні та вивчення її імплементації в ІТінструменти митних органів. Розглянуто процес приєднання України до Конвенції про процедуру спільного транзиту та визначено такі етапи впровадження NCTS як: пілотний проект, національне та міжнародне застосування. Визначено відмінності у заповненні міжнародних транзитних декларацій у порівнянні із національним застосуванням та виокремлено елементи режиму спільного транзиту, що інтерпретовані в систему NCTS. Досліджено функціональну взаємодію митниць: «відправлення», «транзиту» та «призначення» з суб’єктами процедури та перевізниками у системі NCTS. Визначено перспективні можливості від спрощень у митних процедурах, отриманих як результат від впровадження NCTS для українських трейдерів. Доведено, що NCTS є ІТ-інструментом в митній практиці країн ЄС, що імплементований у програмне забезпечення митних органів України з метою спільного управління та контролю за транзитом вантажів та транспортних засобів. Його впровадження забезпечує пришвидшення і підвищення ефективності базових та супутніх процедур транзиту, запобігає шахрайству та контрабанді з боку трейдерів
