Моделювання бізнес-процесу процедури подачі документів на державну атестацію в контексті цифровізації

В роботі проаналізовано НПА та проєкти НПА, що регулюють відносини з питань державної атестації. Для проведених державних атестацій виділено групи НПА, за якими процедури були специфічними для окремо НУ та ЗВО, різнились вхідні дані, архітектура експертного середовища, формат результатів, використовувались окремі системи з різним рівнем автоматизації. Наразі формується спільний пул НПА щодо державної атестації для всіх видів установ за визначеним науковим напрямом, в яких акцентується увага на системі державної атестації, яка в НПА щодо Національної електронної науково-інформаційної системи, NAUKA, визначена як функціональний модуль проведення процедури державної атестації НУ та ЗВО в частині провадження ними наукової (науково-технічної) діяльності. В межах розробки такого модуля побудовано бізнес-процес нотації BPMN 2.0 процедури подання НУ та ЗВО, які планують пройти державну атестацію, заявок, інформаційних матеріалів, інших документів до МОН. При моделюванні процедури забезпечено інтеграцію з іншими модулями NAUKA, що в результаті не лише спростить подачу документів, заповнення відомостей, а й дозволить акумулювати актуальну інформацію про установи. Також виявлено неузгодженості та неточності в проєктах НПА щодо процедурних аспектів проведення державної атестації, варіанти їх усунення реалізовано в побудованому бізнес-процесі та описано в матеріалах пропозицій з обґрунтуваннями до відповідних проєктів НПА
