Виконання місцевих бюджетів у період воєнного стану: нові тенденції та закономірності

Стаття присвячена актуальним питанням визначення сучасного стану та особливостей виконання місцевих бюджетів у період воєнного стану. Було проаналізовано виконання державного бюджету України за період 2020-2022 рр. Визначено причини зростання доходів, видатків та дефіциту держбюджету. Виділено те, що превалюючу роль у формуванні бюджетних доходів у 2022 р. відіграли іноземні гранти, а найбільше акумульованого у бюджеті фінансового ресурсу було спрямовано на захист та оборону держави. Проаналізовано динаміку і структуру  доходів та видатків місцевих бюджетів Львівщини як регіону із найбільшими темпами росту фактичних надходжень у 2022 р. порівняно з іншими областями України. Визначено причини негативної динаміки надходжень місцевих бюджетів, їх дефіциту, а також умови вирівнювання податкоспроможності, за якими громади Львівщини віддаватимуть до державного бюджету реверсної дотації більше, ніж отримуватимуть базової. Запропоновано цільове використання коштів від реверсної дотації для відбудови знищених та пошкоджених енергетичних об’єктів на території Львівщини
