Конструктивна дестабілізація: подолання бар’єрів розвитку економічного середовища

Підкреслено розвиток негативних тенденцій в енергетиці України.  Здійснено економічний та лінгвістично-етимологічний аналіз дефініції «дестабілізація». Проведено глибокий системний аналіз впливів дестабілізаційних чинників з виокремленням когнітивних ознак для формування моделі об’єктивних управлінських рішень (альтернатив) в галузі енергетики та окремих її складових. Особливу увагу приділено збурюючим чинникам, що викликають дестабілізацію. Зображено модель системи формування конструктивної дестабілізації, як взаємозв’язок тісноспоріднених елементів, що опирається на когнітивні технології. Визначення причин та умов виникнення системи формування конструктивної дестабілізації в сфері енергетичної безпеки дозволили вперше запропонувати основні принципи конструктивної дестабілізації та ввести показник фактора дестабілізації, завдяки якому можна прогнозувати позитивні зміни системи від негативних збурень. Підкреслено доцільність створення Державного фонду декарбонізації, як інструменту сталого розвитку. Запропоновано перелік та проведено аналіз чинників конструктивної дестабілізації в енергетичній галузі України
