Державна підтримка фінансування інноваційних програм імпортозаміщення плодоовочевої продукції

Метою статті є з’ясування специфіки державного фінансування інновацій щодо підтримки імпортозаміщеної плодоовочевої продукції. Використовуючи розроблений алгоритм дослідження, виконано аналіз та виявлено окремі причини, зокрема низку негативних чинників щодо імпорту плодоовочевої продукції, в тому числі тих, які виготовлялися і можуть виготовлятись вітчизняними виробниками. Визначено, що однією із вагомих причин імпорту зазначеної продукції є недостатнє бюджетне фінансування аграрного і переробного сегментів економіки. Порівнюючи обсяги бюджетного фінансування агропродовольчого сегменту економіки в окремих зарубіжних країнах та України, виявлено, що вітчизняні виробники отримують коштів набагато менше. Оцінено основні показники зазначеного сегменту та визначено низький рівень оплати праці, що є суттєвою проблемою та причиною трудової міграції в інші країни; нестабільність функціонування цього сегменту, що виявилось у зменшенні  ВВП сільського, лісового та рибного господарства у відсотках до 2019 р. тощо. Проаналізовано стан державної підтримки аграріїв та промислових виробників та виявлено, що ця допомога надається хаотично, здебільшого з врахуванням побажань окремих груп депутатів Верховної Ради України; механізми підтримки сформовано без врахування  реальних потреб виробників; значні обсяги допомоги надаються у формі кредитів, майже відсутні кошти на виконання фундаментальних наукових досліджень, конструкторських робіт, будівництва сучасних інноваційних переробних підприємств. Для поліпшення такого стану запропоновано напрями державної підтримки зазначених інновацій
